The National Defense Mobilization System: Bringing Local Government Into War Preparation
National-defense mobilization connects personnel, transport, industry, health, communications, civil defense, and local administration.

War preparation begins inside local administration
CCP national defense mobilization extends beyond calling up soldiers after war begins. It places transport, industry, communications, health care, supplies, and grassroots administration inside advance military planning. Local governments know the vehicles, hospitals, companies, warehouses, population records, and emergency systems in their jurisdictions. When the military needs those resources, the ordinary administrative network becomes the foundation for mobilization.
The CCP constitution declares absolute Party leadership over the PLA and other armed forces. Local Party committees are bound to the same central organization. Military requirements can therefore travel through the Party-state hierarchy and become local assignments without any local democratic decision about participation. [1]
The U.S. Defense Department's 2024 China military report discusses reserve forces, military-civil fusion, and the mobilization of national resources. This external assessment does not establish a specific secret order to a locality. It does explain how the PLA can draw on civilian systems to extend its capacity for sustained operations. [3]
Local authorities turn civilian resources into mobilization lists
Mobilization begins with an inventory. Local departments identify eligible personnel, important companies, transport capacity, hospital beds, communications facilities, and supplies. Plans, exercises, requisition arrangements, and support contracts then assign emergency duties. Separate forms of civilian regulation acquire a military purpose.
Once a company enters the system, political orders can override commercial decisions. A factory may change production, a transport firm may move personnel or equipment, a hospital may reserve treatment capacity, and a communications company may protect military lines. Local government coordinates the work while companies, workers, and residents may bear much of the cost.
The Party does not need to announce wartime mobilization whenever it builds this capacity. National defense education, civil defense construction, emergency drills, and military-civil projects establish relationships during peacetime. If the center raises the security level, existing lists and command contacts can move into stronger control.
Security priorities override local choice
China's national security white paper places military, political, economic, and social security in one framework under centralized Party leadership. Local government must therefore connect logistics with social control, industrial security, and military demand. [2]
The arrangement expands the CCP's capacity to move national resources while hiding war costs inside normal administration. Citizens and local legislatures cannot independently review military demands, and companies have little political space to refuse a Party-state assignment. Public information rarely explains which industries are covered, how requisition would be compensated, or who bears responsibility for failure.
The sources establish absolute Party leadership and the official national security framework, while external reporting describes related mobilization capacity. They do not reveal complete local inventories or secret operational plans. The institutional result is still plain: the CCP has made local government an execution node that can convert social resources into war resources when the Party gives the order.
