The 2022 Exercises Displayed the Taiwan System at Work

On August 2, 2022, U.S. House Speaker Nancy Pelosi arrived in Taiwan. That day, the People's Liberation Army Eastern Theater Command announced joint military actions around the island. On August 4, the command conducted air and sea exercises with live fire. [1] [2] Days later, the Taiwan Affairs Office and State Council Information Office published a white paper that supplied a political narrative for the coercion. [3]

Military action, diplomatic protest, propaganda, economic restrictions, and political messages aimed at Taiwanese society appeared together. They were the public operation of the CCP's Taiwan affairs system. The Party center determined the objective and intensity. State agencies supplied administrative and diplomatic tools, the PLA generated military danger, and propaganda and united front bodies competed for influence inside Taiwan.

The Party Center Sets the Policy Boundary

The CCP constitution places Party leadership at the center of political life. Major Taiwan policy is therefore decided by the Party rather than an independent state institution. [4] Agencies may propose and execute measures, but they cannot establish a different line on war risk, negotiations, or the conditions for unification.

Concentrated authority allows Xi Jinping to bind Taiwan policy to his own political standing. Peaceful exchanges, commercial relations, and military action answer to the same supreme leadership. No visible opposition vote, legislative veto, judicial review, or public consent mechanism can correct a dangerous decision. Chinese and Taiwanese people would bear the costs of a war chosen by a very small Party elite.

The Taiwan Affairs Office Handles Administration and Political Contact

The State Council Taiwan Affairs Office handles public administration while sharing its organization with the CCP Central Committee Taiwan Work Office. One institution carries both a Party and a state name. State offices publish policy, while political command remains inside the Party.

The office issues statements, explains policy, organizes exchanges, and contacts Taiwanese groups and individuals. It works with local governments that offer investment, employment, and residence benefits to selected constituencies. Those benefits can tighten or disappear with political relations, turning economic exchange into a reward and punishment system.

The PLA Converts Party Goals Into Military Threats

The PLA is controlled by the CCP Central Committee and Central Military Commission. Eastern Theater Command flights, naval operations, missile launches, and joint exercises turn the Party's unification goal into direct pressure on people living in Taiwan.

The 2022 exercises also showed how military, diplomatic, and propaganda operations can begin together. The military announced zones and missions, state media repeated the images, and diplomats pressured foreign governments. The operations trained forces, intimidated Taiwanese voters, and tested international reactions. The CCP uses its capacity for war to interfere with the political choices of a society it does not govern.

Diplomacy Restricts Taiwan's International Space

The foreign ministry demands that governments accept Beijing's formulation of the one China principle, blocks Taiwan from participating in international organizations as a state, and punishes official relations with Taipei. The UN Charter establishes sovereign equality and rules against threats of force, while Beijing labels Taiwan a purely internal matter to exclude its people from deciding their future. [6]

Language becomes a condition of access. Companies, universities, cities, and international organizations can face commercial or political retaliation for a Taiwan label Beijing rejects. Taiwan work therefore reaches into maps, forms, conference names, and website settings across institutions far beyond diplomacy.

Propaganda and United Front Work Target Taiwan's Politics

The propaganda system equates the CCP with China, describes resistance to annexation as separatism, and blames Taiwan for Beijing's military threats. United front bodies use party exchanges, business associations, local groups, media, and cultural networks to approach cooperative figures and offer travel, commercial, or political resources.

These activities operate beside military pressure, diplomatic isolation, and economic penalties. People who accept Beijing's line receive opportunities, while opponents absorb costs. Under this structure, cross-strait integration serves political absorption. Its destination is the destruction of Taiwan's ability to choose its own institutions and leaders.

Division of Labor Expands Coercion

The CCP can adjust each instrument while preserving centralized command. The military raises risk, the Taiwan Affairs Office offers negotiation language, local governments distribute benefits, diplomats restrict outside support, and propaganda and united front networks shape debate inside Taiwan. A mild message from one agency remains backed by threats from another.

The system treats Taiwanese people as targets to manage, divide, and compel. It offers an absorption process whose outcome has already been dictated by the CCP, not free negotiation between political communities. The division of labor makes coercion more efficient and leaves the decision that could trigger a regional war in very few hands.
