What Happened

In July 2023, the CMC Equipment Development Department publicly solicited evidence of misconduct in equipment-procurement reviews dating back to 2017. In October, Li Shangfu, who had spent years in the equipment system, was removed as state councillor and defence minister. In December, nine military figures, including former Rocket Force commanders Li Yuchao and Zhou Yaning, lost their NPC membership. In July 2024, the Third Plenum confirmed that Li Shangfu, Li Yuchao, and Sun Jinming had been expelled from the Party for serious violations of discipline and law. [1] [2] [3] [4]

Background

The Rocket Force operates China's conventional and nuclear missile forces, while equipment-development bodies manage important stages of research, procurement, and project administration. Both involve secrecy, long projects, complex contractor chains, and large resources. Repeated disappearances, removals, and discipline therefore raised questions about corruption, loyalty, equipment quality, and readiness credibility at the same time.

Institutions and Actors

The Central Military Commission and its discipline system handle military discipline and cadre decisions. The Equipment Development Department organized the procurement cleanup. Military delegate conferences removed NPC delegates, the NPC Standing Committee confirmed membership changes, and a Party plenum confirmed Party discipline. The state procedure for the defence-minister post ran through the NPC Standing Committee and a presidential order.

Official Response

Public official materials characterized some cases as “serious violations of discipline and law,” while the procurement notice listed favoritism, collusive evaluation, and dereliction among its targets. Authorities did not publish complete case files, amounts, weapons projects, or equipment-quality assessments, and did not state that every personnel change belonged to one case chain. [4]

Outcome and Aftermath

The purge disrupted senior continuity in the Rocket Force and equipment system and prompted renewed assessment of procurement oversight and readiness data. The U.S. Defense Department treated the personnel upheaval as a factor that could affect modernization and organizational stability, but this external assessment cannot substitute for case evidence China has not disclosed. Evidence Limits

Public records establish the timing of the procurement review, removals, loss of delegate status, and Party discipline. They do not establish each person's conduct and do not substantiate circulating claims about missile leaks, fuel quality, or specific weapon failures merely from job connections. Effects on readiness remain analytical judgments and should be separated from published disciplinary facts.
