Formal position
The CCDI is the Party's highest discipline-inspection body and the NCS is the highest state supervision body. They share an organization that links Party discipline, duty-related illegality, and duty-related crime.
Authority and tools
Tools include complaints, lead management, supervision, discipline investigation, liuzhi detention, discipline recommendations, supervision recommendations, and transfer to procuratorates.
Interfaces with other bodies
Inspection and organization bodies provide cadre leads, audit and judicial organs provide specialized information, procuratorates review transferred cases, and courts adjudicate criminal charges.
Power logic
The system centralizes cadre-risk information, investigative coercion, and interpretation of political discipline, allowing anti-corruption to govern both corruption and loyalty.
Evidence limits
