The CAC performs major regulatory functions over online content, network data, and platforms and is connected to the central cyberspace leadership system.

Authority and tools

Tools include rulemaking, rectification meetings, inspections, account governance, algorithm filings, security review, and continuing platform-responsibility requirements.

Interfaces with other bodies

Platform moderation and government-affairs teams execute regulatory demands, police handle crime, propaganda bodies set content direction, and sector regulators influence licensing.

Power logic

Regulation need not issue an order for every item. Continuing responsibility and uncertain penalties lead platforms to convert political risk into internal rules and automated enforcement.

Evidence limits

Public rules establish duties, but specific removal instructions, state-company communication, algorithmic thresholds, and appeal records are generally invisible. [1] [2]
