Local State Assets, Finance, and Financing Platforms combines ownership, personnel management, budgets, credit, regulation, and information rather than issuing one kind of administrative order. Formal authority comes from Party rules, law, reform plans, and corporate charters; actual use requires meeting, appointment, project, financing, and disclosure records.

Organizational interfaces
