Growth and Stability Targets: How Cadre Incentives Shape Economic Data

Local cadres face growth, employment, debt, security, and opinion targets whose conflicts encourage data management and downward blame.

Sun Shutao was dissatisfied with Weihai's economic growth while serving as the city's Party secretary. A case released by China's National Bureau of Statistics says that from 2015 through 2017, when Sun considered himself at a decisive point for promotion, he ordered already inflated economic figures raised again. At quarterly economic meetings, he singled out districts that fell behind. City departments and district governments passed the pressure to companies, which reported output they had not produced. A later national investigation confirmed serious overstatement in statistics from Weihai's large industrial enterprises between 2013 and 2017. [1]

The false numbers entered reports sent upward and gave Sun's career a stronger performance curve. When discipline authorities dealt with him, they described the fraud as a distorted view of political achievement. That diagnosis identified his motive while stopping institutional responsibility at personal character. The CCP judges local officials through growth performance and lets those same officials organize the collection of company data. Political promotion shapes both production and review of the figures, and the local chief benefits from an attractive result. Manipulation becomes a predictable means of bureaucratic self-protection.

Growth rankings affect promotion

Local Party secretaries and government heads must report growth, investment, employment, and fiscal revenue. The organization system controls promotion, while the actual assessment process remains closed to voters. Officials infer what matters from leadership speeches, annual assignments, and rankings against neighboring jurisdictions. A number that shows successful execution of a central policy also advertises a cadre's usefulness to superiors.

Property contraction, local debt, and weak consumption have made growth targets harder to meet. The choices facing officials are unequal. Reporting a slowdown exposes both local risk and the cadre's record. Delaying recognition or improving the appearance of the data may protect the assessment for another year. The IMF's 2024 China report described pressure from the property correction, local government financing vehicle debt, and weak domestic demand. Beijing asks localities to support growth while containing debt and maintaining stability. The contradictions land in the same local reports. [5]

Companies sit at the end of the reporting chain and are easy to pressure. Local statistical staff can demand changes to output, development zones can submit figures for companies, and departments can keep closed factories in the data. In five cases published by the National Bureau of Statistics in 2018, staff in Tianjin's Lingang Economic Area fabricated and submitted company data, ordered duplicate reporting, and required idle businesses to keep filing false figures. Investigators also found widespread overreporting across several industries in Kailu County, Inner Mongolia. The fraud moved through government offices, development zones, and firms. It was organized administration, not a typing error by one statistician. [2]

Stability targets restrict bad news

Cadre assessment reaches beyond gross domestic product. Unemployment, factory closures, fiscal shortfalls, and collective protests can all be treated as failures of local control. Officials have incentives to split bad news into smaller categories, delay recognition, or replace it with a more convenient indicator. Economic data pass through departmental review before publication, while information about unrest moves through internal channels. The public record and the leadership's risk file are built for different audiences.

This separation can preserve calm for a few months while damaging policy. Lower officials report success. Higher levels allocate money and set the next target using embellished figures. The new target drifts farther from conditions on the ground. Companies book revenue early or count output twice. Local governments start more projects to preserve investment growth, adding debt and unused assets. Adjustment is postponed until it costs more.

The CCP creates concealment pressure by making the same cadre responsible for growth and political stability. Admitting unemployment, stalled housing, or a fiscal gap may invite inspection, discipline, and public-opinion controls. A polished number can temporarily demonstrate political competence. Without independent local elections, protected investigative reporting, or open budget review, truthful data have little institutional defense against a cadre's need for political safety.

Party organs control statistical investigations

The 2018 statistical supervision rules authorize the National Bureau of Statistics to inspect local Party committees, governments, and statistical offices, including cases in which officials order or induce false reporting. The system later added regular inspections, special inspections, and follow-up reviews, with specified responsibility for Party and government chiefs and statistical officials. [3]

These powers can uncover real fraud and correct distorted local figures. The Party-state still controls inspection plans, case referrals, and punishment. Citizens cannot examine the full underlying datasets, and journalists lack protection to investigate places that have not been selected for exposure. Beijing sets the growth and stability demands and decides when statistical enforcement enters a city. It can display Sun Shutao as a warning while withholding a system that would let society monitor every local administration continuously.

Statistical enforcement leaves the upward accountability of cadres intact. Officials still ask what the center wants to hear before they ask whether a number is accurate. Periodic prosecutions may change the method of cheating, but they do not remove economic data from career competition. As long as the CCP controls promotion, discipline, and publication, a local report measures conditions and demonstrates loyalty at the same time. The demand for loyalty carries the greater personal risk.
