Model Citizens and Positive Energy: Rewriting Social Problems as Moral Stories

Model-citizen narratives move institutional problems into stories of sacrifice, gratitude, and resilience.

The Patriotic Education Law put model citizens into a national program

In October 2023, the National People's Congress Standing Committee adopted the Patriotic Education Law, which took effect on January 1, 2024. The law requires patriotic education throughout schooling and assigns duties to state bodies, mass organizations, workplaces, public institutions, and grassroots organizations. It includes the deeds of heroes, martyrs, and model figures among the content of patriotic education. [2]

Model stories are therefore more than occasional sentimental choices by editors. Classrooms, government study sessions, workplace publicity, cultural venues, and online platforms belong to an institutional system of distribution. Once authorities select a person as a model, that life is cut into a repeatable moral lesson. The individual suffers, remains loyal to the collective, thanks the Party and state, and proves through sacrifice that the existing order deserves support.

The CCP constitution requires members to play a vanguard and exemplary role and makes ideological work part of Party building. Model figures carry a political function. They display conduct approved by the CCP and turn obedience, sacrifice, and gratitude into personal virtues. [1]

Institutional failures become tests of personal character

When a rural teacher continues working despite unpaid wages, propaganda can center devotion and leave fiscal and labor responsibility unexplored. When a worker rescues colleagues from a dangerous workplace, a report can praise courage without examining safety rules. When a poor family survives through extreme working hours, the camera can focus on resilience and gratitude while low wages, missing welfare, and local responsibility fade into the background.

The account does not require an invented biography. Propaganda authorities choose real episodes, determine where the story begins and ends, and decide who may speak. The institutional cause of hardship becomes background. The individual's moral response becomes the plot. Audiences are directed toward sympathy, study, and sharing instead of demands for budgets, accident records, or accountability.

The CCP term "positive energy" performs a related function. The China Media Project's dictionary of Party-state discourse documents its political use. Supportive, optimistic, and order-preserving expression receives positive value. Anger, exposure of wrongdoing, and demands for accountability can then be treated as negativity or as the deliberate creation of conflict. [3]

The model story sends responsibility back to the victim

The strongest disciplinary effect is a changed expectation of normal conduct. If a model teacher tolerates unpaid wages, another teacher who protests can appear selfish. If a model patient remains grateful, a family demanding medical accountability can appear indecent. If a model worker accepts unlimited overtime, a colleague refusing dangerous work can be accused of lacking commitment.

The CCP turns institutional failure into a moral examination. Government officials need not first explain missing resources, failed regulation, or delayed compensation. The affected person must demonstrate resilience, loyalty, and optimism. People who ask structural questions disrupt the approved ending and are less likely to enter mainstream coverage.

The propaganda department, schools, and workplaces pass the story along. The center defines the approved values. Media select the person and plot. Schools place the example in lessons. Grassroots organizations arrange study and declarations. Platforms amplify material that fits the line. Each institution says it is promoting virtue, while their combined work suppresses scrutiny of public power.

Positive energy protects the CCP's authority to explain society

Mutual aid, courage, and public service matter, and individual sacrifice can deserve respect. The CCP monopolizes their interpretation. It fuses patriotism with loyalty to the Party, defines submission during hardship as noble, and uses a small group of approved models to demand the same posture from everyone who suffers.

The Patriotic Education Law establishes the formal inclusion of model figures and heroes in education. The Party constitution establishes the exemplary role assigned to members. The China Media Project supplies external analysis of terms such as "positive energy." These records do not show central officials directing every model-citizen article. Control often works by setting rewards in advance, prompting editors, schools, and workplaces to select politically safe stories on their own.

The genuine courage of a model citizen should not become a tool for releasing the CCP from responsibility. A complete account returns the person to the institutional setting: who caused the hardship, who controlled the resources, who refused correction, and who gained political value from the emotion. Praising those who endure suffering while shielding the power that produced it is one of the Party's cheapest and most durable propaganda methods.
